The Sinhala government, busy with its genocidal policies regarding
the Tamils had absolutely no concern for the proper civil
administration of the Tamil areas except when the tax collectation.
The choice of LTTE as their defacto government, by the Tamils,
also made it the LTTE's responsibility to see to the effective
functioning of the civil administration.
The police force of the LTTE is well respected by the people for
its tough stand on criminals and it's zero tolerance policy regarding
bribes within it's members, works in an effective manner in conjunction
with the Court of Law.
The court of law, with Tamil literates and scholars presiding over the
hearings, has equal representation for all people and offers
free hearings for the poor to ensure the upholding of justice.
The National Bank is another aspect of the civil administration of
the LTTE's defacto government. Through this bank, various projects
aiding the improvement of Tamil people in all walks of life such as
farming, technology, small industries, etc.., are carried out. The
Bank with many branches throughout Tamil Eelam, also provides relief
and loans to the civilians affected by the terror of the Sinhala
government and it's forces, to ensure that the people dont lose hope
in their lives.
